37f37bd489 Allow incremental GC when keepAtoms is set 
This is a port of BZ 1213977 that should improve performance when parsing
large web-sites by reducing the amount of non-incremental (large) GCing.

6ad01d940b Add Hardware Accelerated VP9 Support

3cf82e2ca1 Issue MoonchildProductions/UXP#2306: Add pref-gated WeakRef with safe stub when disabled 
* Add javascript.options.weakrefs and plumb it through context options, XPConnect, and workers
* Keep referents alive via strong tracing when the pref is off so deref() still returns the target
* Retain weak-edge semantics when the pref is enabled
