9b6c2f36f1 [gfx] Pull several OTS fixes from upstream to improve data safety. 
- Don't check STAT designAxisSize if the designAxisCount is zero.
- Avoid potential arithmetic overflow during Buffer read operations.
- Use more careful range checks in STAT parsing.

Luckily, the Emoji codepages always include either a VS16 or KeyCap suffix.
