1414824320 Add VP9 Hardware Decoding with DXVA (Non-MFT), Vista+ 
Thanks to Maggie (imjustsomeoneiguess) on discord for helping with a lot of this VP9 media code.
This is the first browser so far to support VP9 Non MFT

37f37bd489 Allow incremental GC when keepAtoms is set 
This is a port of BZ 1213977 that should improve performance when parsing
large web-sites by reducing the amount of non-incremental (large) GCing.

6ad01d940b Add Hardware Accelerated VP9 Support 
This is Windows 10+ only for now due to a vp9 decoder mft being needed
