FranklinDM 0f67602bf1 [Pale-Moon] Issue #21 - Remove leftover telemetry code for the app menu's opening time
The actual calls to telemetry were removed, but the checks for the app menu's
opening time wasn't removed. Effectively, this reverts Mozilla bug 723515 which
implemented this check.
