Issue #2714 - Implement the Visual Viewport API

This DOM/Web API is entirely irrelevant for desktop use.
We give back the width/height of the root scrollframe of content and
for scale we pass forward our dpp resolution (usually 1.0).
Since we have no "no touch" zones in our content on desktop,. the rest
(origin and offset) is hard-coded to (0,0).

This MSIE extension is still technically part of the standard*, although its use is discouraged. This API will also likely never go away based on some comments at this issue on MDN content**.
Note that this uses a different approach for getting the inner window.

Since these are just interpreted comments, there's 0 impact on actual code.
This removes all lines that match /* vim: set(.*)tw=80: */ with S&R -- there are
a few others scattered around which will be removed manually in a second part.
