This makes it a tabbed page with "General" and "Tracking"
* Sec-GPC is moved to "Tracking"
* Adds canvas data poisoning, DOM performance observers and
  DOM navigation timing as options.

ca2ea0bc7b [Pale-Moon] Issue #1872 - Part 1: Update and align about:home and newtab search box styling 
Redesigned the styling for the search box for newtab (quickdial) and about:home.
This gets rid of the "play" button and reinstates the "Search" localized term
for submission of the search terms.
Also tweaked the spacing around the logo to neatly tuck into the left side of
the search input bar, which was sloppy and especially visible with image-filling
logotypes (i.e. square).

This is a solution for some users having issues with multiple MP prompts due to
either a race or asynchronously-triggered features that each need password
database access (e.g. website login + sync)

Only enable the refresh modes for session store cache behavior if the
currently selected mode is "Don't restore tabs until selected" to
