c15f982d7a Use existing image decoders to handle clipboard BMP data. 
This gets rid of the old nsImageClipboard widget code in favor of using
the nsBMPDecoder in imglib.

bb95fcfca5 Bypass transparency optimization with HC themes. 
Don't use transparency optimization for theme items in Windows 8
or later with a high contrast theme in use.
