69597507db [Network] Solve type mismatch in AllowPort(). 
Casting it to an int16_t was wrong and would preclude the check for high port
numbers (due to overflow).
This makes the type matching, but adds an explicit check to ensure the port
number passed in is within a valid range.

efa2f805fe [netwerk] Make nsIncrementalStreamLoader's GetNumBytesRead threadsafe. 
This prevents a potential race and simplifies the code a bit by keeping the
bytes read separate instead of using mData, which is modified from another
thread from OnDataAvailable.
Relaxed atomics are fine for these, since they don't guard any memory.

Since these are just interpreted comments, there's 0 impact on actual code.
This removes all lines that match /* vim: set(.*)tw=80: */ with S&R -- there are
a few others scattered around which will be removed manually in a second part.

577055a7e5 Issue #1474 - Prevent the cp detection from starting if preffed off. 
When setting up connectivity, e.g. with new network detection, the pref
wouldn't be checked (or honored), resulting in spurious startup calls
despite being preffed off. This fixes that.

Resolves #1474

64191e15cb Treat all file: URIs as having a unique origin. 
This prevents cross-file access from files loaded into the browser from
the local file system, further restricting the origin policy of file:
URIs.

Added a pref to control this behavior for local file access if required
for certain applications, since this change might break using the
browser to run applications on the local file system that require
access to local files.

Log spam fix. Suppresses 1,100 instances of NS_ENSURE_SUCCESS(rv, rv) failed with result 0x80520012 emitted from netwerk/base/nsIOService.cpp during linux64 debug testing. Backports [m-c 1333174](https://bugzilla.mozilla.org/show_bug.cgi?id=1333174).

8c8145e620 Remove all C++ Telemetry Accumulation calls. 
This creates a number of stubs and leaves some surrounding code that may be irrelevant (eg. recorded time stamps, status variables).
Stub resolution/removal should be a follow-up to this.

5ffd703f79 Make nsAtomicFileOutputStream::DoOpen() fail if the file is read-only. 
This means we don't leave behind prefs-<n>.js files when prefs.js is read-only.
