d1b6a584b8 Issue #2490 - Part 13: Convert media, supports, and moz-document rules to WebIDL. 
This also converts the internal ConditionRule and GroupingRule classes.

The .style PutForwards bit is coming along for the ride here, aligning us with
the behavior of Blink and Gecko.

0d51adc217 Issue #2453 - Follow-Up: Use hard-coded minimum timer interval in workers. 
From the spec: "If nesting level is greater than 5, and timeout is less than 4, then set timeout to 4.",
therefore not having it user-configurable doesn't really break anything.
