with pmake's introduction, we should give that the ability to generate BorMakefile, NTMakefile, etc. and/or move the perl configure over to that so that we can clear up files in the repo.

Also I'm told vms never worked so that whole folder should be removed.

pointless, actually

  • we need to keep the makefiles in the repo for CI (+ NTMakefile is more important and cannot be removed)
  • having it be perl is better for non-pyrite devs who dont have pmake (matters here because its a library)
