Wayland has introduced a new protocol for allowing windows to restore from their previous states upon a reboot (xx-session-management-v1). Slightly annoyingly, though, toolkits (and apps without toolkits) need to adopt this protocol in order to make the feature actually work.
This is currently impossible to support because no compositor implements this, but the upcoming (as of writing) Plasma 6.7 will support this, so this will be possible then.
nvm current plasma supports it with an env variable
